Frequency of periodic vehicle checks should not change
In an EEA EFTA Comment to the Commission’s proposal for changes to the EU safety regulation on vehicle checks, Iceland, Liechtenstein and Norway have expressed their opinion that the frequency of periodic testing should remain the same. The proposal will be discussed by EU Transport Ministers tomorrow, 20 December 2012.
The Norwegian national accident register indicates that technical failure is a marginal cause of road accidents. On this basis, an increased frequency of vehicle checks could undermine the acceptance for the periodic test regime as such. The three EEA EFTA States welcome, however, the initiatives to integrate soft-law measures on roadworthiness tests into the new regulation. Although they can support the demands for the minimum competence and training requirements for inspectors, the proposal is considered to be too ambitious and extensive on this point.
