The Standing Committee of the EFTA States serves as a forum in which the EEA EFTA States consult one another and arrive at a common position before meeting with the EU in the EEA Joint Committee.

The Standing Committee consists of the Ambassadors to the EU of Iceland, Liechtenstein and Norway, and observers from Switzerland and the EFTA Surveillance Authority. The Committee’s substructure consists of five subcommittees, under which there are several working groups. The Internal Market is governed by the so-called four freedoms, enabling the free movement of goods, servicescapital and persons in the EEA. The subcommittees manage these four freedoms.

Standing Committee Chair

Since July 2020, the Chair of the EFTA Council has rotated every 12 months between Iceland, Norway, Liechtenstein and Switzerland (previously every six months). For the EFTA Standing Committee, the role of Chair rotates every six months between the three EEA EFTA States, namely Iceland, Liechtenstein and Norway. The Chair of the EEA Joint Committee is held on an alternating basis by the EU and an EEA EFTA State.
