From 10 to 14 June 2024, experts from EFTA, Eurostat and the United Nations Economic Commission for Europe (UNECE) convened in Tashkent, Uzbekistan, to conduct a global assessment of the country’s national statistical system (NSS).

The meetings and subsequent assessment aimed to evaluate and enhance the workings of Uzbekistan’s national statistical institute (NSI).

During the five-day visit, discussions covered a broad range of topics examining various aspects of Uzbekistan’s NSS. Key areas of focus included:

  • Workings of the Statistics Agency
    • Overview of the management and its priorities, challenges and opportunities.
    • Review of the legal framework, protection of professional independence, data collection mandate and confidentiality.
    • Examination of the structure, organisation, resources and international cooperation of the NSS.
  • Stakeholder engagement
    • Meetings with representatives of other producers of official statistics, various ministries, regional authorities and users.
  • In-depth reviews of key statistical areas such as business statistics, population statistics and national accounts, as well as the Statistics Agency’s overall production and dissemination process.

Global assessments are comprehensive evaluations of a country’s NSI and NSS, with a focus on legal and institutional capacity and statistical production. They are based on the European Statistics Code of Practice and the UN Fundamental Principles of Official Statistics.

Global assessments are crucial for enhancing the strategic, institutional and governance frameworks of NSIs and NSS. They help improve alignment with global and European quality frameworks, standards and methodologies. Additionally, they facilitate the exchange of best practices between the expert team and the country under assessment.
