Road Toll Directive into the EEA with Amendments

The Eurovignette Directive lays down rules for the application of tolls or user charges on roads on the trans-European road network, and introduces a maximum national discount limit of 13%. Adaptations to the Directive, negotiated between the EEA EFTA countries and the EU, ensure that for frequent users, the existing tolling arrangements on the road network outside south-east Norway can be continued, provided that the share of international heavy goods traffic is below 30%. All other existing tolling arrangements shall comply with the 13% limit set out in the Directive by the end of 2014 at the latest. Furthermore, a higher level of discounts can be applied to new tolling arrangements on roads outside south-east Norway if the share of international traffic is below 5% and in special circumstances, such as the replacement of ferries by bridges or tunnels.
