At its third meeting, which took place in Hamar, Norway, on 31 May and 1 June 2011, the EEA EFTA Forum of Local and Regional Authorities adopted two opinions - one on the planned revision of the EU Public Procurement Directive and one on multilevel governance in the EEA. The Forum elected Halldór Halldórsson (photo), Icelandic Association of Local Authorities, as its new Chair for the coming year.

During the Hamar meeting, under the chairmanship of Halvdan Skard, Norway, the Forum held a discussion on the European Commission’s Green Book on the revision of the Public Procurement Directive and adopted an opinion on the subject prepared by Anita Orlund, Municipality of Skedsmo, Norway.

Lord Graham Tope, Member of the Committee of the Regions, presented the Committee’s work on smart regulation - the role of local and regional government. The presentation was followed by a debate and the adoption of an opinion on multilevel governance in the EEA prepared by Bjarni Jónsson, Regional Municipal Federation of North West Iceland.

The Forum also heard presentations by Janos Herman, Ambassador and Head of the Delegation to the European Union to Norway, on the Single Market Act, and on various aspects of the EEA Financial Mechanisms.

The EEA EFTA Forum was set up by a decision of the Standing Committee of the EFTA States as an informal body to involve elected representatives from local and regional authorities in EEA matters. The Forum has 12 members, six from Iceland and six from Norway. Liechtenstein has decided not to take part in the meetings for the time being.
