The establishment of the .eu top-level domain, new rules on the term of protection of music recordings and a new law aimed at reducing illegal deforestation were among the 86 EU acts adopted at the EEA Joint Committee meeting on 3 May 2013.

Inclusion of international aviation in EU Emissions Trading System postponed by one year

Following a decision last week by the EU to postpone the inclusion of international flights in the Emissions Trading System (ETS), the EEA Joint Committee decided by written procedure on 30 April 2013 to extend the scope of this decision to the European Economic Area.

The Subcommittees I-IV met yesterday with the European External Action Service (EEAS) and discussed the state of play of acts being considered for incorporation into the EEA Agreement, parliamentary procedures for adopted EEA Joint Committee Decisions and a number of draft EEA Joint Committee Decisions currently under discussion with the EU.

New Rules on Cosmetics Incorporated into the EEA Agreement

On 5 April 2013, the EEA EFTA States and the EU adopted a Joint Committee Decision (JCD) by written procedure incorporating the EU Regulation on cosmetic products into the EEA Agreement. The aim of the new Regulation is to ensure a high level of safety of cosmetic products by strengthening manufacturer responsibility and in-market control aspects, whilst cutting red tape.

EFTA Seminar on the EEA: The role of the EEA in a multi-speed Europe

Mr Jean-Claude Piris, former Director-General of the Legal Service of the Council of the European Union, was the keynote speaker at EFTA’s seminar on the EEA: The role of the EEA in a multi-speed Europe. The event, which took place at the EFTA Secretariat on 21 March 2013, was attended by approximately 130 participants from both the public and private sectors across the EEA.

In an EEA EFTA Comment submitted to the EU on 19 March 2013, Iceland, Liechtenstein and Norway have expressed their concern about the proposed regulation on electronic identification and trust services for electronic transactions in the Internal Market.

EEA Review and Liechtenstein’s Integration Strategy

A review of the European Economic Area (EEA) cooperation as well as Liechtenstein’s European integration conducted by the Centre for European Policy Studies (CEPS) was presented in Brussels on 13 March 2013 to Foreign Minister Aurelia Frick, who commissioned the report.
